[PREVIEW] Trigger (or poll) the fiscal hub historical invoice retrieval job

[PREVIEW] Starts a historical invoice retrieval job for the given date range if none exists yet for it, otherwise returns the progress/result of the already started job. Only one new or in progress job per subject type is allowed for a legal entity at a time.
